Future 2027: Upgrading Beaver Valley Clubhouse


 

Stage 1 Clubhouse Expansion Project –
Schematic Design and Class ‘D’ Estimate

Approval was granted at the October 2025 Annual & Special Meeting of Members for the Board and Management to proceed with the development Schematic Design and Class ‘D’ Estimate for a Clubhouse expansion, as outlined below. 

Context: Why is an expansion needed at this time?

Over the decades, the main clubhouse at Beaver Valley has been added onto and updated. As the membership expanded over the years and stays within the target and approved threshold, the current size and layout of the main clubhouse is forced to rely on temporary infrastructure to meet core needs. This limits our ability to satisfy members’ expectations, prohibits the Club from capturing additional revenue through non-alpine activities and events, and is no longer operating efficiently or at a sustainable cost. Recent upgrades to the kitchen, self-serve food area and Silver Creek have improved the capacity and efficiency in those areas. Further work is needed to meet the needs of the current membership size and operational requirements. This includes adding general and adult only seating, improving food service flows, updating building codes and HVAC systems, increasing critical storage for daily operations and upgrading the oldest sections of the legacy building as they age.   

Demand for the Club remains strong, finances are in good shape, and major replacement projects and continued expansion of snowmaking capacity are all budgeted for in the long-range capital plan. These factors make it an opportune time to address the clubhouse needs and set the Club up for the future. There is no plan to grow the membership, rather ensure that the main clubhouse is able to meet the majority of the needs of the current membership size over the long term.

In order to meet these identified requirements, the Board and Management are undertaking a clubhouse expansion project with interior upgrades for the future longevity of Beaver Valley Ski Club.

What is being proposed?

While expansion concepts were previously considered prior to the pandemic, that work was put on hold. This new initiative, as approved by the Membership at the Annual & Special Meeting on October 25, 2025, has signaled for the Board and Management to pursue a Schematic Design and Class D estimate for a building expansion. This Stage 1 work will be presented to Members over the winter season and put forward for a vote at the February 2026 Town Hall.

How will we move forward and make decisions?

Expanding the Clubhouse is a sizeable undertaking and should be carefully planned and managed. The Board and management plans to advance this project with members through three separate stages – each with a vote on whether to proceed based on more specific and refined information on project scope, design and cost.

Stage 1: Approved by the Membership at the October 2025 AGM, to develop a “Schematic Design and Class ‘D’ Estimate” at a cost of $276,760 to be funded through our capital plan. More information on the tender process is provided below.
  • Includes Schematic Design, Geotechnical Investigation, Subsurface Utility Engineering study, Food Service investigation, Class ‘D’ Estimate for construction costs, and renderings of the schematic design
  • A class D estimate would have a potential variance of 20-30% above the cost provided with schematic drawings
Stage 2: approval sought at the February 2026 Townhall is to develop “Detailed Design Class ‘B’ Estimate and Construction Documents” at a cost of $439,052 to be funded through our capital plan. More information on the tender process is provided below.
  • Includes the balance of design and a completed construction tender that will yield a recommended contractor/construction manager to undertake the construction of the project
  • A class B estimate would have a potential variance of up to 10% above the cost provided with detailed design
Stage 3: approval sought at the October 2026 AGM to construct the expansion at a cost to be determined in Stage 2.

At this time, Stage 1 is underway.  A vote to proceed to Stage 2 will be presented to Members in February 2026.

How were costs for Stage 1 and 2 determined?

To determine the costs of the first two stages and enable membership to vote on phase 1 Architecture and Engineering Disciplines were competitively tendered in Summer 2025. The following disciplines are engaged in the Stage 1 process: Architecture, Planning, Acoustic Engineering, Mechanical Engineering, Electrical Engineering, Structural Engineering, Civil Engineering, Geotechnical Engineering, Utility Engineering, Food Service Consulting, and Cost Consulting. The consultants have provided lump sum proposals to bring the project through Stage 2 and these are split into Stage 1 and Stage 2 segments.

What are the next steps?

Prior to the February Town Hall and corresponding vote, Members will receive several communication updates on the project and the Stage 1 elements. At least two engagement sessions will be held (in person and virtually) to address member questions. According to our Bylaws, a special information circular will be shared with voting members prior to the February vote.
